CES and Stonewall: what's the link?

Following my blog post on the CES document, published a few minutes ago, it has been pointed out to me that some of the document is a direct copy from Stonewall's document here. See page 6 and compare with the CES document.

That raises some very interesting questions. Has Stonewall written/co-written this document? Has the CES asked Stonewall for permission to use their material? Has the CES breached copyright?

I think we should be told.
